Legionella Risk Assessment for Holiday Lets UK: HSE L8
Legionella is one of the most under-managed risks in UK holiday lets. The bacterium is naturally present in water supplies, can multiply rapidly in stagnant warm water, and causes legionnaires' disease — fatal in approximately 10% of cases the HSE tracks. UK holiday lets are textbook conditions: properties unoccupied for stretches, hot water stored at temperatures bacteria thrive in, infrequently-used showers, and guests with no knowledge of the property's water history.
The legal duty is real but proportionate. This guide explains what HSE L8 ACOP actually requires of a self-catering host, what a domestic-scale legionella risk assessment looks like, and where most hosts can stop short of the more elaborate commercial-scale controls.
This is general guidance, not technical compliance advice. For unusual installations (e.g., calorifier with long dead legs, shared water systems across multiple lets, hot tubs), get a qualified water hygiene assessor.
Why Legionella Is a Real Risk for Holiday Lets
Legionella pneumophila multiplies in water at 20-45°C with stagnation, biofilm, sediment, or scale. UK holiday lets typically have:
- Hot water stored at temperatures in the multiplication zone — many properties run hot water cylinders at 50-55°C, with delivered temperatures at the tap of 40-45°C
- Periods of stagnation — empty for a week between bookings, longer in shoulder seasons
- Infrequently-used outlets — guest bathrooms, en-suite showers, garden taps, outside showers
- Showers that disperse aerosols — the inhalation route by which legionella infects
Compare a busy domestic family home (hot water cycled every day, all outlets used regularly) to a typical holiday let (unoccupied between guests, some outlets unused for weeks). The risk profile is materially different.
The L8 ACOP Duty in Practice
The Health and Safety at Work etc. Act 1974 sections 2 and 3 require employers — and self-employed — to take reasonably practicable steps to control workplace risks. HSE Approved Code of Practice L8 — Legionnaires' disease: The control of legionella bacteria in water systems sets out the practical controls for water systems.
For a UK holiday let, applying L8 means holding:
- A written legionella risk assessment of the property's water system
- A written scheme of control — how the identified risks are managed
- Records of monitoring — temperature checks, flushing, descaling, any corrective actions
The HSE explicitly acknowledges (HSE INDG458) that for small, low-risk premises the assessment can be self-conducted without bringing in a specialist. A typical single-let property with a domestic-scale hot water system falls into that category.
What a Self-Conducted Risk Assessment Covers
The five sections of a proportionate domestic-scale legionella risk assessment:
1. System description
- Type of hot water system (combi boiler, gravity-fed cylinder, unvented cylinder, electric immersion only)
- Cold-water storage tank (presence, location, lid, screened overflow, last inspected)
- Hot water cylinder size and operating temperature
- Outlets: kitchen taps, bathroom basins, baths, showers (separate / over-bath), outside taps, garden showers, hot tubs
- Pipework material (copper / plastic)
- Any dead legs (sections of pipework with stagnant water serving disconnected appliances)
2. Risk factors identified
- Water storage temperatures (hot water below 60°C in cylinder is a risk factor)
- Outlet temperatures (delivered cold below 20°C and delivered hot above 50°C are the safe ranges; the multiplication zone is in between)
- Stagnation periods (any outlet not used for more than 7 days is a flag)
- Scale and biofilm potential (hard-water areas; shower head condition)
- Vulnerable users (the elderly, immunosuppressed, smokers, those with chronic lung disease are higher risk)
3. Scheme of control
- Cylinder temperature set ≥60°C — the standard control for thermostatic cylinder management
- Flushing routine — all infrequently-used outlets flushed for at least 2 minutes weekly, ideally before each guest arrival
- Shower head clean/descale quarterly minimum (more frequently in hard-water areas)
- Cold-water tank inspection annually if present

4. Monitoring records
- Temperature monitoring log (hot cylinder + sentinel outlets — typically furthest hot tap from cylinder + cold tap nearest to incoming main)
- Flushing log (date, outlets flushed, duration)
- Descaling log
- Corrective actions log (any temperature out of range, what was done)
5. Review
- Assessment reviewed at least every 2 years
- Reviewed sooner if there's a system change (new boiler, new hot water cylinder, conversion adding additional bathrooms)
When You Actually Need a Specialist Water Hygiene Assessor
The HSE's position is that proportionate self-assessment is acceptable for small low-risk premises. Get a specialist where:
- The property has a calorifier or large hot water cylinder (>300 litres)
- There's a shared water system across multiple holiday lets (e.g., converted farmstead with single supply)
- A cooling tower or evaporative condenser is present (rare in holiday lets but possible on larger conversions)
- The property has lead pipework, an uncovered cold water tank, or other significant condition issues
- There's a hot tub, spa, or pool (escalates to HSG282 in addition to L8)
- The property has had a prior legionella incident or related complaint
Specialist assessment typically costs £200-£600 for a single-property holiday let. Annual maintenance contracts run £400-£1,200.
The Practical Document Pack
A workable single-property L8 record set:
- Risk assessment document (2-4 pages — system description + risks + controls + review schedule)
- Temperature monitoring spreadsheet (the simplest possible — date, cylinder °C, sentinel tap °C, action)
- Flushing log (date, outlets, duration)
- Inspection notes from any specialist visit
- Photographs of cylinder, tank, key outlets at assessment date
Most hosts can hold this in a folder on a phone or laptop — what matters is that it exists, is current, and is producible on request.
The Common Failures
Patterns from environmental health audits and insurance claims:
- Hot water cylinder run too cool — operator turning down for energy savings to 45-50°C; this puts the cylinder squarely in the multiplication zone.
- Long unused stretches without flushing — out-of-season cottages with no operator-led flush regime.
- Showers not descaled — biofilm and scale buildup is where legionella thrives.

- Vulnerable guest segments not informed — a property marketed to elderly walking groups or post-surgery convalescence guests has a heightened duty.
The L8 controls don't prevent every case — but the documented application of proportionate controls is the operator's protection against negligence claims if a guest becomes infected.
